The Need for a Transport Assessment or Transport Statement
When submitting a planning application, it is essential to consider the transport implications of a proposed development. The UK Government’s National Planning Policy Framework (NPPF) provides guidance on this, stating in Paragraph 111 that:
“All developments that generate significant amounts of transport movement should be supported by a Transport Statement or Transport Assessment.”
Local Planning Authorities (LPAs) assess each development proposal to determine whether it would create a significant increase in movement compared to the existing situation or relevant thresholds. If a development is expected to generate high levels of transport activity, a Transport Assessment (TA) will be required. For smaller-scale projects with lower transport impacts, a Transport Statement (TS) may be sufficient.
