Transport, Traffic & Parking Impact Assessments and Reports

Transport Assessments & Statements

When submitting a planning application, a Transport Assessment (TA) is often required to evaluate the potential impacts of a proposed development on the surrounding transport network. This detailed analysis helps identify any adverse effects on traffic flow, road safety, and accessibility. It also outlines the necessary mitigation measures to ensure the development integrates seamlessly with existing transport infrastructure while promoting sustainable travel options.

A Transport Assessment provides a comprehensive and systematic review of all transport-related aspects of a development proposal. It considers factors such as traffic generation, public transport accessibility, pedestrian and cycling facilities, and overall connectivity. Importantly, it assesses what improvements may be needed to enhance safety and accessibility for all users, with a particular focus on encouraging sustainable travel methods such as walking, cycling, and public transport.

For smaller-scale developments where a full Transport Assessment is not required, a Transport Statement (TS) may be sufficient. This is a more concise document that still provides an overview of transport considerations but at a reduced level of detail. It ensures that potential transport impacts are understood and addressed, even when they are expected to be minor.

At Transport & Traffic Consultancy, we specialise in preparing both Transport Assessments and Transport Statements, ensuring that your planning application meets regulatory requirements while supporting sustainable and efficient transport solutions.

The Need for a Transport Assessment or Transport Statement

When submitting a planning application, it is essential to consider the transport implications of a proposed development. The UK Government’s National Planning Policy Framework (NPPF) provides guidance on this, stating in Paragraph 111 that:

“All developments that generate significant amounts of transport movement should be supported by a Transport Statement or Transport Assessment.”

Local Planning Authorities (LPAs) assess each development proposal to determine whether it would create a significant increase in movement compared to the existing situation or relevant thresholds. If a development is expected to generate high levels of transport activity, a Transport Assessment (TA) will be required. For smaller-scale projects with lower transport impacts, a Transport Statement (TS) may be sufficient.

What Does a Transport Assessment or Transport Statement Include?

The scope and level of detail required in a Transport Assessment will depend on the scale of the development and the extent of its transport implications.

  • Smaller developments – A Transport Statement provides a concise overview of the transport aspects of the application, highlighting any key issues and proposed solutions.

  • Larger developments – A comprehensive Transport Assessment is required, which must evaluate:

• Accessibility to the site by all modes of transport (car, public transport, cycling, and walking).

• The anticipated travel patterns and modal split of journeys to and from the site.

• Proposed measures to enhance accessibility by sustainable transport modes.

• Strategies to manage parking demand and reduce car dependency.

• Any necessary mitigation measures to address transport-related impacts.

Transport Assessment for Your Project

At Transport & Traffic Consultancy, we ensure that all transport assessments and statements align with national, regional, and local planning policies. Our team adopts a sustainable transport approach, balancing the requirements of planning authorities with the objectives of our clients.

Our Transport Assessment Process:

  • Multi-Modal Trip Analysis: We assess existing and projected ‘person trips’ to and from the development using all modes of transport. This often involves data analysis through the TRICS database and conducting site surveys where necessary.

  • Tailored Approach: Whether for small-scale projects or large, complex developments, we adapt our methodologies to suit the specific requirements of each case.

  • Mitigation Strategies: Where transport impacts are identified, we develop practical and achievable mitigation measures to address concerns related to traffic flow, parking, and accessibility.

  • Collaborative Planning: We work closely with planning authorities to ensure that proposed transport solutions are effective, feasible, and compliant with planning regulations.
